Bilateral relations between the Grand Duchy of Luxembourg and the Lao People's Democratic Republic (Lao PDR)

Since the establishment of diplomatic relations between the Grand Duchy of Luxembourg and the Lao People's Democratic Republic (Lao PDR) in 1997, the two nations have nurtured an enduring partnership built on nearly three decades of development cooperation. This partnership was further strengthened with the opening of the Luxembourg Embassy in Vientiane in 2016, opening a new chapter of deepened cooperation.

The strength of our ties is also illustrated in regular high-level visits. Noteworthy moments include the visit of HRH Grand Duke Henri to Laos in 2022 to celebrate the 25 years of diplomatic relations.

In 2024 the Deputy Prime Minister, Minister of Foreign Affairs and Minister for Development Cooperation and Humanitarian Affairs, Mr. Xavier Bettel—also paid his first visit to Laos.

Multilateralism and international development cooperation

The partnership between the Lao PDR and Luxembourg focuses primarily on a shared commitment to multilateralism and international development cooperation, specifically in areas such as health and nutrition, skills development, local development, the promotion of the rule of law and inclusive governance.

Concrete results of the Lao-Luxembourg partnership are visible on the ground, with the Maria Teresa Hospital in Vientiane province serving as a model for other provinces across Laos. Additionally, The Academy in Vang Vieng provides invaluable on-the-job training for young Lao people, equipping them for careers in the tourism and hospitality industry, which benefits from the annual visits of more than 300 Luxembourg citizens.

The current Cooperation Programme focuses on four provinces: Vientiane, Bolikhamxay, Khammouane, and Bokeo. LuxDev, Luxembourg’s development cooperation agency, serves as the primary implementing partner for these initiatives. In addition, a range of Luxembourgish partners—spanning from NGOs to academia and the private sector actively contribute to this enduring partnership.

As Lao PDR prepares to graduate from its status among the Least Developed Countries (LDC), the collaboration between the two countries is evolving to include a broader range of initiatives. These include a stronger emphasis on anti-money laundering, legal certainty, and the promotion of green and sustainable finance with Laos emerging as an important producer of renewable energy.

Commercial and financial exchanges

Commercial and financial exchanges between our countries remains limited. However, Luxembourg’s development cooperation continues to benefit from the expertise and high-quality goods "Made in Luxembourg," particularly in sectors such as HealthTech, research, and finance.

During the ASEAN Summit in Vientiane in 2024, Deputy Prime minister Xavier Bettel, as a guest of the Chair, signed the Treaty of Amity and Cooperation in Southeast Asia (TAC), opening the door to enhanced partnerships with the fast-growing ASEAN region. Luxembourg was the only European country invited to the Summit, and the only country that signed the TAC under the Lao PDR’s ASEAN Presidency in 2024.
