The “Local Development Programme for Bokeo, Bolikhamxay, Khammouane and Vientiane Provinces – LAO/030” was presented today at a press conference attended by Dr Kikeo Chanthaboury, Deputy Minister of the Ministry of Planning and Investment and Mr Claude Jentgen, Chargé d'affaires of the Embassy of Luxembourg in Lao PDR, marking the official start of the programme after the bilateral protocol was signed between the Governments of Lao PDR and the Grand Duchy of Luxembourg.
The five-year, 23 million EUR programme will contribute to poverty reduction, nutrition improvement, and sustainable environmental management as outlined in the Lao Government’s 2016-2020 Socio-economic Development Plan. The Luxembourg-funded programme will focus on making practical investments in more than 200 villages in the poorest districts in each of the four provinces. The primary beneficiaries will be approximately 140,000 people living in the target villages, mostly ethnic minority groups. Since women tend to face greater socioeconomic constraints in the programme areas, special efforts such as gender mainstreaming and special activities for women of all ages are foreseen.
At the village level, the programme will make funds available for basic infrastructure, community-led grant and credit schemes, income generation, land management, and related capacity development.
